Practical, Sustainable Engineering for Public Lands and Critical Infrastructure

Engineering expertise built on decades of trusted partnerships with federal and state clients

RPA’s Site Civil Group provides civil engineering and infrastructure design services to a wide range of federal and state land management agencies, including the National Park Service, Department of Military Affairs, Department of Natural Resources, and U.S. Forest Service. Our team has decades of experience delivering practical, sustainable solutions that balance performance, environmental stewardship, and long-term value.

National Park Service

For more than 40 years, RPA has supported the National Park Service (NPS) through comprehensive site civil engineering and multi-disciplinary design services. Our Site Civil Group leads highly qualified teams under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, providing Title I, II, and III services from initial assessments and design development through construction administration.

RPA’s long-standing partnership with the NPS demonstrates our ability to deliver infrastructure improvements, transportation facilities, recreation sites, and visitor amenities that honor and protect natural and cultural resources. Our broad in-house capabilities including civil engineering, transportation planning, water and wastewater system design, environmental permitting, and GIS analysis enable fully integrated and cost-effective solutions.

Clients rely on RPA for precision, quality, and dependable performance. We understand the technical, environmental, and operational complexities of working on federal lands, and we consistently meet demanding schedules and budgets with long-term reliability.

Department of Military Affairs

RPA has been a trusted engineering partner to the Department of Military Affairs (DMA), supporting mission-critical infrastructure and facility projects that strengthen operational readiness and resilience. Our Site Civil Group provides complete design services for infrastructure master planning, readiness centers, aviation support facilities, vehicle maintenance shops, access control points, roads, utilities, and stormwater systems.

By combining site civil engineering, transportation design, water and wastewater expertise, and environmental permitting, RPA delivers fully coordinated design solutions that meet stringent military standards and security regulations. Our long-standing relationship with the DMA reflects a commitment to accuracy, dependability, and mission-driven results that enhance both installations and the surrounding communities.

U.S. Forest Service

RPA works closely with the U.S. Forest Service to plan, design, and oversee construction of roads, bridges, trails, recreation sites, and infrastructure upgrades across national forest lands. Our work includes survey control, boundary and topographic surveys, hydraulic modeling, bridge and pavement rehabilitation, trail realignments, culvert replacements for aquatic organism passage, and ADA accessibility improvements at high-use recreation sites.

Recent projects funded through the Great American Outdoors Act (GAOA) have focused on addressing deferred maintenance, improving visitor access and safety, restoring watershed connectivity, and extending the life of essential facilities. Through close coordination with Forest Service staff, our civil engineering teams deliver durable, low-maintenance solutions that protect environmental resources while meeting operational and public-use needs.

The Federal and State Land Agencies team provides a broad range of natural resource, transportation, and recreation infrastructure services.
